Dormant account utilization uses multiple organizations to channel the flow of funds and support (as seen in Figure H). Dormant bank account funds are first transferred to the Deposit Insurance Corporation. From there, the funds are assigned to a specially established private foundation, the designated utilization organization. To act as the designated utilization organization, the Japan Network for Public Interest Activities (JANPIA) was established by the Cabinet Office in 2018. 25

JANPIA then selects regional and community foundations across Japan to act as fund distribution organizations, which will, in turn, provide grants, loans, and investments for local projects. These organizations include not-for-profit organizations, incorporated associations, voluntary organizations, social welfare corporations, and public-interest foundations. 27
