Deteriorating Government Services, Inadequate Services The population decline has contributed to the deterioration of infrastructure and services, prompting residents to move to surrounding areas with better amenities. This migration has, in turn, led to a decline in the finances of Nishiawakura Village. Luckily, when the local elder care facility was operating at a deficit, A0 was able to step in and take over its management. However, if other care services are similarly impacted by the population decline and made to operate in a financial deficit, elderly residents may struggle to maintain their quality of life without access to essential care and mobility services. This could, in turn, likely cause more residents to leave in search of better facilities.
